Frank was elected to serve in the Virginia Senate in November 2000 to fill theunexpired term of the late Richard Holland. Prior to Frank's election to the Virginia Senate, he served in the Virginia House of Delegates since first being elected in 1993.
Senate standing assignments include service on the Committee on Education and Health, the Committee on General Laws, the Committee on Agriculture, Conservation and Natural Resources, and the Committee on Local Government.

Frank has been appointed to the Tobacco Indemnification and Community Revitalization Commission, where he chairs the Education Committee. Additionally, he serves on the Rural Prosperity Commission where he chairs the committee established to create a rural center for Virginia. Another of his assignments is the Joint Subcommittee established this year to study the operations, practices, duties and funding of the Commonwealth's agencies, boards, commissions, councils and other governmental entities in hopes of eliminating unnecessary government spending.

His work also includes responsibilities on national legislative organizations. Frank serves on the Trade and Economic Development Committee of the American Legislative Exchange Council and on the Agriculture Committee of the Southern Legislative Association.
While serving in the House of Delegates, Frank was the sponsor of legislation to return lottery money to localities. Additionally, he was a sponsor of welfare reform legislation. He has supported legislative efforts to get tough with criminals through truth-in-sentencing laws and eliminating parole for the most violent criminals.
For the last several years Frank has focused on economic development in rural Virginia. From assistance with funding for regional industrial parks to improving our state park facilities to enhance tourism, from development of a heavy equipment training program to the creation of a much needed law enforcement hazardous driving school, Frank has been a leader in the fight for the small-town communities across the Fifteenth Senate District.
